Redactarea şi adoptarea Codexului românesc va impune un nou management de ţară, apariţia unor instituţii în afara statului şi aducerea statului în poziţia normală de a servi ţara. Este pasul necesar pentru împiedicarea conflictului Ţară-Stat şi pentru construcţia unui Stat modern, social şi puternic.
