今年6月， 「台美21世紀貿易倡議」首批協定已在美國華府正式簽署， 該倡議涵蓋多數貿易和投資規則章節， 但缺少關稅、投資和政府採購自由化的承諾， 有助於台美貿易發展更緊密的貿易夥伴關係， 也為台灣的中小企業， 降低進入美國市場的交易成本與流程時間。
「台美21世紀貿易倡議」是1979年台美斷交以來， 結構最完整的貿易協定， 對於台灣突破全球貿易新局， 有其指標性意義。我國政府有必要加強與國內中小企業溝通， 就台美合作規劃、各階段要點和目標、如何增加中小企業赴美經商機會等加強說明， 促進中小企業善用此平台拓展出口市場， 融入全球供應鏈。
台灣處於特殊的地緣政治下， 在現今美中角力、鬥而不破的局面下， 如何加強台美合作對話， 提升台美雙方在全球各領域的緊密合作關係， 進而深化與其他民主國家或經濟體的合作與經濟安全， 讓台灣能夠在多變的國際變局中， 為眾多的台商企業，保有生存發展的空間。
