Carrier Services provides services to support RCS (Rich Communication Services) messaging in Google’s Messages app. It collects diagnostic and crash data to ensure these services operate smoothly.

good app it's just that I don't really know if it also covers those people who kept on changing most of my other app options including my google settings and it really makes me so annoyed because it always caused me trouble with my network and data connection and they still not stopping by doing it even if it's not permitted to do so because that is data breach in my country.

Look at it's permissions, very intrusive spyware. You have no control over this. You cannot disable it. For me, it constantly tries to connect to a carrier different from the one I have, takes over the phone and freezes it for 6 minutes, during this I can't even use my phone! I'm on day 2 now of it freezing my phone like this every few hours, for 6 minutes, all because I did a reboot. I go through this each time I do a reboot. Google needs to get it's act together.

This app was accidentally forced stopped and all fixes won't get it unstuck out of force stopped state. I won't factory reset my phone just for this app. Please issue an update that fixes this. (When uninstalling and reinstalling updates Google play store also disables this app too. I have cleared out messenger and the play store as well as this apps data, done airplane mode reset next work and my phone, everything possible still stuck on force stop.)
