I was having trouble with this continually popping up with "SIM manager keeps stopping." Google support was unable to help in two hours. I resolved the issue by clicking uninstall, which actually just downgrades to the factory version, then in the three dot menu checking "no automatic updates," then rebooting. Now everything works. For some reason the update broke my phone and kept getting automatically installed until I did that process.

don't know that this APP is installed in my phone as default. I guess this is what ZTE uses to manage the twin App function in the Magic OS Function immediately PLACE the 4~6pin function or it will auto Lock and pay ₱550🤑💸to have it reset and wipe to ⭕0️⃣📵 to have it re-install messenger Apps like WhatsApp and Viber. make a 🆕📧 GOOGLE ACCOUNT for be prepared for your phone to be Wiped again and start form zero service incompetence is very high from ZTE company they had no Honor last time🇵🇭

does it allow you to manage your sim? maybe, i can tell you it cant stop network level access. that case its a fact that the sim level network issued commands are treated as trusted automatically regardless of your (the owners) level of trust...think about that. carefully
