I was having trouble with this continually popping up with "SIM manager keeps stopping." Google support was unable to help in two hours. I resolved the issue by clicking uninstall, which actually just downgrades to the factory version, then in the three dot menu checking "no automatic updates," then rebooting. Now everything works. For some reason the update broke my phone and kept getting automatically installed until I did that process.

does it allow you to manage your sim? maybe, i can tell you it cant stop network level access. that case its a fact that the sim level network issued commands are treated as trusted automatically regardless of your (the owners) level of trust...think about that. carefully
